Add the ability to create constant time series data in the Historian Simulator. This would get around the lack of calculated tags in the Perspective Power Chart. It would allow horizontal lines in the Power Chart for things like limits without having to change the way the power chart works. For example a data source like: "histprov:Simulator History Provider:/tag:constant_100_1000ms" would a draw a horizontal line at 100 on a Power Chart.
