This would allow the labels to better track their corresponding bar in a bar chart. First attachment is a bar chart done in Perspective. Notice how the top edge of the left-most label is way off the its corresponding bar. Second attachment is a bar chart done in another software. Notice how the rotated labels follow the corresponding bars more closely.
